Almost always three things. Automatic washes with spinning brushes that have already been through a hundred dirty vehicles. Dry wiping dust off a hood because it looked close enough to clean. And wash mitts that picked up grit off the ground and then went back onto the paint. Wind-driven sand makes all three worse here than they would be somewhere still, and it shows up worst on black, navy and dark grey.
The machine carefully removes a very small amount of clear coat, levelling the surface down past the bottom of the scratches so there is nothing left to catch the light. That is why it is permanent and why a glaze or a filler polish is not. It is also why it is done in stages, cutting first and refining after, rather than in one aggressive pass.
Multi-stage correction removes the large majority of swirls, light scratches and oxidation. A scratch deep enough to have gone through the clear coat into the color underneath can be improved but not always fully erased. You find out which yours is at the inspection, before any money changes hands, rather than afterwards. Nobody benefits from a promise that the paint cannot keep.
Corrected paint with nothing on top begins collecting swirls from the very next wash. That is why correction is packaged with a sealant or a ceramic coating on top. Skipping that step is the most common way people pay for correction twice.
